FWIW, as I recall I installed 1.1 prior to VS.Net 2003. IIS was already installed prior to either of these.

I initially tried to run the exe from explorer. When that did not help eventually I figured out I needed to open up a cmd window and run it there with a command line switch. I was unsure which to use, but I ended up chosing the i switch. Probably doesn't matter - I'm just playing/learning right now. Seems to be working.
