Another alternative is to download Web Matrix which is FREE also from
http://www.ASP.NETThis program lets you build web pages using OLEDB connections to data. It will use IIS if you have it, but it comes with its own mini-web server so you can develop and test your web pages on your desktop.

Now, It MAY, just MAY be possible to have a set of LOCAL html files, that run javascript, that you run from your file system via Internet Explorer and may be able to connect to a Local database. But WHY would ANYONE want to do that?
