Your first sentence is absolutely correct. FPA has always tried to balance material at a variety of levels. I'll also agree that it's hard to do with fewer pages.
However, the final sentence I quoted is wrong. The first issue of FPA was 44 pages, the same as the most recent issue. (Front and back cover are counted in that.) Over a period of time, the magazine grew. There were some 84-page issues and a fair number of 76-pagers, but that accounts for only a small chunk of FPA's life.
I don't have time now to pull 11 years of FPA off the shelf and chart the page count. I'll do it if I find some spare time.
