Does this mean I have to build something into the machine to copy it to their \System32 directory and also register it? Anyone have the code needed to create the registry entries?

Yes you have to copy over the ocx. Most installers will allow automaticly register an active-x control. If you just want to do it by hand you can copy the OCX into the system32 directory and in dos run
regsvr32 ComDlg32.ocx
