It seems that during the install using the install schield lite program that bundles with FoxPro 7.0, the foxtools.fll is not copied to the runtime directory where it needs to go. You should be able to by doing the following
1. Go to the Files section of the installation package (select Files in the View List).
2. Navigae to the directory where Foxtools.Fll is using the top part of the Files navigator.
3. Drag and drop Foxtools.Fll to the [InstallDir] located in the bottom list.
This should configure the installation package to copy Foxtools to the root directory of the installation.
