That seems a distinctly odd definition of small/medium business and certainly well outside the bounds of all 40 million businesses cited earlier.I had the very same thought as you!
At the beginning of the article I was wondering if that was not a chance to pump VFP sales (naive I am, he!), but when I got to the 2,000, 5,000 and 8,000 figures I got amazed about MS definition of small/medium business!
I can tell you that, in Brazil, there aren't so many companies that fit in that market definition.
