Probably. But unfortunately it doesn't only exist for form switching + the behavior on return to form with valid is not same across versions. The side effects come to surface when valid is used in a grid. Formerly you could easily switch to another control on the same form with a hanging validation in grid. Now you can't, however if you switch to another form and come back you're lost in space :) Cursor gives no clue where you're and setting focus back to grid is really problematic.
Anyway I don't accept it as a bug either (and I do:) but a design issue.
