In a scenario such as you have described one of two conditions may exist:
1. Acronyms are invented first and the words made to fit.
2. Acronyms are created after the fact.
Governments and the military love acronyms.
If that fails then use terms like, “Operation Iron Fist”. A new term should be used frequently to indicate a failed plan and give a sense of confidence to the sheep (believers).
