I disagree. I don't think the Wright Brothers were propagating war at all but simply being capitalists and recognizing a great business opportunity at the time.

Also,
it clearly states:
Only the Wright brothers had made a successful airplane flight before this, but their accomplishment had still not been accepted by a doubtful public. So it was Santos-Dumont, not the Wrights, who received the Aero-Club de France's coveted prize for the first true airplane flight in history. More importantly, it was clear to everyone at the time that Santos-Dumont had ushered in a new era of powered flight.

the Wright Brothers flew an airplane first. Santos flew a balloon. Not the same thing. That does not diminish Santos' accomplishments in the least but they each achieved a different milestone. It is a shame that while Santos received the most attention at the time as well as applauds, he receives little worldwide recognition today. I did learn about Santos in school along with the Wright Brothers and I assumed that was true worldwide. Perhaps not.
