For creating environments, we created a "dummy" BizObj and use the MM builder to create environments. Trying to create or edit them visually has always been perilous at best.
As far as where to put the new environment to make sure that future projects inherit it, check the entire thread of message #
783488, especially Paul Mrozowski's posts.
