I agree that could scare some people away. That's the down side of that "game". But, put yourself in the position of someone who is currently not employed, or one that is employed in a position that they are considering leaving. They have nothing to loose by submitting a resume... If they get a request for an interview, great. If not, there are other ads to answer.

I've assisted with the hiring process a few times now. If you advertise for someone with 2-4 yrs experience, you'll get everything from people finishing their last semester of college with no technical work experience to people that have been senior programmers for 20+ years. Somewhere in the middle will be candidates you'll really want to look at. Also, I think many companies have a policy where they hold on to a resume for a certain amount of time. So, if an appropriate position becomes available 6 months later, you might still get a call.
