But, put yourself in the position of someone who is currently not employed, or one that is employed in a position that they are considering leaving. They have nothing to loose by submitting a resume... If they get a request for an interview, great. If not, there are other ads to answer.

Yeah, I'll agree that most employers do tend to get certainly enough people for them to find what they're looking for, I suppose I'm looking at it from my point of view, which is that I would never go for a job unless I fit all the criteria, if I was out of work, then you're right, I would be applying for everything, regardless of my skill-set.
