It seems the starting point would be receipt of the proposal or bid for the contract.

Again if the timeline cannot be read from the workflow service, the picks would need to be maintained in a table.

Contracts can only move to the next phase if current phase is complete. Somebody will have to punch in the contract - and approve to release to next phase. Again - the timeline would probably need to be maitained in a table, rather than a workflow diagram.

This seems backwards - it seems like the break points in the proposal would be entered into a timeline table - and then your VFP app through something like a Visio or Word automation could generate the workflow diagram as well as provide an engine to notify contractors and contract managers.
