No SET is needed. Just TMPFILES=< drive\directory >

Your temporary files directory indicate that no configuration file is in use (as does nothing appearing with SYS(2019). The application will look for config.fpw in the startup directory or any file specified with the -c< drive\directory\filename > startup switch.

BTW, I'm e-mailing MS regarding the doc error.
