The statement "if the best and brightest have moved on" does directly and implicitly mean "whats left over is not so good". If the "best" is gone then whats left must be less than "best". How can you possible interpret this in any other way?

Please... The statement is couched in the past vs. present. i.e., the best and brightest from 5 years ago or so have largely moved on.
The term of art in this case is "brain drain"
