Such a discussion should also address:
1) target market, size of end-user. eg enterprise or small business
2) application type. eg PC, small network, enterprise, wan, web
3) database requirements. eg free tables, database, database server
In other words, imo, its not just the language but the purpose to which the language is to be applied.
