My ultimate goal is to be able to print nonstandard papersized forms programatically. I would imagine that VFP9, with the new report writer will be able to do this, but at this time I can't even move up to VFP8 because a number of my users still have Win95 machines.

Unfortunately it is the "stable" problem with printers when special settings needed, and especially with old ones used to work in DOS.
Probably you could (as in old DOS times) use a special "printer settings" table containing tag and tag2 for all printers you expect your users may have. Then you could use this table to create/update the report frx file dynamically in the code as needed for the current printer.
