If we discount the foreign troops on its land, it's not, I know.
It's just one of the instances of the miraculous ambiguity of English language... and I had another fit of making jokes just like we did at home, where it was impolite to laugh first. So the smileys are out when you're making it, they enter the picture only later, in case the joke works. Confused a lot of people that way, even at home, because it's the custom of just my city.
