Well, I perfectly understand the exchange rate part of the problem.

About developer tools, you should never pass the cost to the customer, but take it as part of your own cost. You have to take in consideration that you'll be the one owning the license, and you could amortize it trough several other projects, not to mention the time you can save for this first one.

Anyway, the exchange rate is a big problem many times, making the cost of some tools equivalent to several local man months. What you should really consider is if after spending such many months of development, you'll end up with a solid tool that (even if not comparable with the INTL toolkit) cover all your needs. Another issue is how much an already bulit tool can speed up your project.
