Yes it can be duplicated, we did this by creating a message driven framework that allows the toolbars, menu's and other UI elements to be decoupled. For example, when a form becomes active it broadcasts a message with information describing the base operations it supports enabling the toolbar/manager to take the appropriate action. We are also able to tunnel and bubble events through the hierarchy in a similiar way to MFC's command handlers.
