About 70100 I do not know exactly. Probably it depends.
Usually I follow the rule that if for some reason any of the sqlexec failed the procedure does sqlrollback, sends messages to user and to IT support (with all detailed information about the error). IT support is expected to do further action to investigate and to correct the issue.

However, I'm not familiar enough with these errors to tell which one is a connection issue that I should consider as fatal. What I mean by fatal is that issuing any sqlexec againist the sql server will fail. For example, I consider the SQL STATE 08001 "Unable to connect to data source" as fatal. However, I don't know whethere the SQL State 70100 Operation aborted is fatal or not.
