I don't think so.

IIRC under Win9x all dot matrix printers used UNIDRV.DLL as one of their drivers. But, this may not hold true if a printer is using a vendor-supplied driver, is running in graphics mode, or is on NT/W2K/WXP.

I can't think of anything reliable you might use.
