I remember Greenspan and countless other warning that those tax cuts would be very bad news unless drastic spending cuts were done too. I guess, just like with the dotcom boom, people HOPE that THIS TIME IT CAN BE DIFFERENT. It's almost like hoping that, some day, gravity will stop operating.

I don't know what it is like in other countries, but my view of this country is that we tend to not worry about something, or try to fix, unless something dramatic happens. The economy and 9/11 are two big examples.
