Why did Prop 57 pass?

I would like Californians to shed light on this. I wasn't too sure it would pass. I'm still not sure I understand how lowering taxes (income) and borrowing more, therefore mortgaging more of our children's future works (ok Californian children's future). Does the governator know different laws of economics that work in California?
