Basically this passed because there was no other option. Without this bond measure California was going to be bankrupt by June due to a massive payment that is coming due. If 57/58 don't pass then taxes must be raised AND programs must be cut just to make the upcoming payment. The legislature hasn't been able to meet a budget deadline since the deadline was enacted so there is no expectation that they would this time. Also Arnold's political clout would have been seen as spent had these not passed and the legislators could've gone back to their normal directionless ways.

Also because prop 58 was attached to this it ensured that the state cannot borrow money in the future (this is the last time) and the budget must be balanced.

A more simplistic view : California recalled the former governor and installed Arnold just 4 months ago. These were his issues. Why would the people that just put him in power cut him off at the knees?
