I think it's a bad idea because the user has to first approve this and it can be locked out through admin policy.
Generally I feel ActiveX should be avoided in the browser unless it's absolutely necessary. The problem is that a control that can execute code is a potentially major security problem in the browser because it can be scripted...
But there won't be any other way to launch an executable without dialog otherwise.
