If there is an error in your config file, the app will not start at all, debug mode or no. You have to get rid of this error.

Well, it may be a remnent of your config problem. Probably is. However, if you look in IIS manager and look at your virtual directory, does it have a little open box icon, or is it just a folder icon? If it is just a folder, it is not set up as an 'application'.
