Single, 1.5, and Double spacing (on the text alignment menu) works only for Labels. They will be greyed out if you try it on an Expression.

Believe it or not this sort-of makes sense <g> because it is possible to have a multi-line Label, and this is what these options are for. Fox handles line spacing according to its own rules when you have a memlines-type, stretching, expression.

(This has nothing to do with your resource file, btw, and is nothing you'll find different in VFP versus 8, etc.)
