I know the VAM product and I know that in their SQL previous version (version 4.0x and early 5.0) they "internally" check the database size, in fact they were selling licenses per database size! So regardless of your SQL license you could hit this database limitation.

I also know they didn't optimzed their indexes in SQL so my answer.

But yo are right they also have the possibility to purge old data from tables. I just assumed that was the last option, otherwise George wouldn't have ask ;-)
