Thanks all for the different comments/views.
Most of these, however, seem to be the "generic" steps, etc. that we consultants have always dealt with (i.e., how do you distinguish yourself from an employee). Ensuring the proper contract wording, autonomous time scheduling, support of multiple clients, etc. are all things most of us probably do as a regular course of doing business as consultants. I was more focused on what appears to be this magical "three year" event/issue... perhaps it is a New Jersey-specific topic, though I've not ever heard about it and have been consulting for may clients in the New Jersey/New York markets since '91.
Thanks!
