Well by know i have made some extra research for the ISA card we acquired. In fact this ISA card is intented to make and interface between a custom made parking control software and the AMANO AGP 1600 parking gate and its loops and access counters. The card it is based on the intel 82C55A chip.

The vendor sell this cards with his hardware solution, the package include a C base software, but we decided to make our own software to reduce the cost and have more control in the way the things are implemented. The vendor do not have any API or ACTIVEX interface, the only thing they give to us was a 3 page document where they said how to program the 3 IO ports of the card.

(Sorry the addresses are in decimal, and i told they where in hexadecimal )
