Remove the backslash after [INSTALLDIR] in the shortcut target. It should be simply [INSTALLDIR]edc.exe.

As to the unchangeable target, it sounds like you have an "advertised shortcut" instead of a regular shortcut. To create a regular shortcut in InstallShield Express (ISX), choose New Shortcut rather than New Advertised Shortcut in the Shortcuts/Folders view. I no longer have the VFP 7 version of ISX installed so I can't double check this for you, but I think that choice is available in that version.
