If outputting through an FRX is not a must IMHO directly writing to word via automation is best. Like FRX is a template you might create a word template too once and use that template. Then multiple options exist to put your data on word :
-Mailmerge
-Document variables
-Bookmarks
-Directly writing,inserting,formatting tables, values etc.
I've done all kinds of these ways and one of them only fitted to last option (+using bookmarks). In that one I was able to create a word document with multiple columns (word columns), different layout for columns, child tables inserted and precision formatted with even 90 degrees rotated headers etc. Whatever you do if do much of it on VFP side and let minimum VBA code to run to make it fast (ie: If a block would have many text change but a uniform formatting, make text modification part in VFP and do a single paste&format on word side).
And finally creating an HTML version is easy and word can open HTM.
