It has been around a while. I know it worked under WinNT, Win98, Win2K, and I think WinXP. And for you second question, it is public domain. The only thing I ask is that if you discover a bug, or would like to contribute an enhancement, send it to me. I will upgrade the tool and mention you in the change history report.
