To add to what David said, when I was editing FPA, articles submitted basically fell into four categories:
1) Good content, good writing--these were the best, of course.
2) Good content, weak writing--these were pretty good, too. I could usually turn these into something publishable.
3) Weak content, good writing--I generally encouraged these people to find something else to write about and resubmit.
4) Weak content, weak writing--these called for the most tact.
Since writing is a skill that improves with practice, when I saw promise, I tried hard to encourage it and to help the writer improve. I think I got better at that over time; certainly, I got better at articulating the issues.
