C5 error attempting to run exe

On this one machine after installing the runtimes clicking on the exe generates a c5 error. I have removed all indexes and tried reinsalling the runtimes. I even have gone so far as updating the vedio drivers and changing the video card. Nothing seems to have an effect. There is always a c5 error when starting the exe. The exe doesn't even appear to be throwing the error, its like it is from the runtimes or the exe launch. The machine is a Dell Opteplex and the install works fine on 6 others just like it.

Is the same user logging in on all machines? There's a known issue that a roaming profile that logs onto XP will then C5 if running VFP on a Win2K machine. It has to do with XP's menu drop shadow, the hard answer is delete the profile, there's another answer floating around - disabling the drop shadow, but I don't have the specifics of that answer.
