eg, a VAT number over here is a nine digit number with a mod(, 97) check. Stored in a c(9) it has InputMask 999.999.999 and Format R

They believe, and I agree, that typing in 7 digits is actually easy to do with a high degree of accuracy in this application. It's not a heads-down down data entry, and while they don't want to be all day at it, it's not going to take terribly long. On first blush, I like the idea of 6 digits plus a check digit.
