This sounds like a job for an apploader, i.e. the desktop shortcut points to an apploader.exe on the network and the apploader determines if the user is running the newest possible version of your application, if you are then the apploader starts the local copy of the application and if not then the apploader downloads and installs the newest version of the application and then runs the application on your local machine.

I/O technologies have developed an apploader in C++ (i.e workstation do not need vfp runtimes to run). Please contact me through email if you are interested in I/O Technologies apploader.
