For example, there's an index that puts the billing reports in order of their paysource. She ran it once and they were all out of order. She ran it again and they were in order.

What did 'She' run? If you SET ORDER TO paysource, the table is in order by paysource. If the Index is not there, you will get an error when you attempt to set the order.
