Actually 30% is a conservative estimate. The greater amount of business logic and rules are in the SQL database as stored procedures, triggers and constraints. I spent most of my time in my previous contract migrating functionality to the backend.
It's not a matter of them wearing 3 piece suits, it's simply that FoxPro does not have much credibility. But then they are in Dublin and London; even so, FoxPro here in New Zealand is going nowhere.
