No you do not have to use a DBC you can use free tables. I would reccomend using a DBC from the start even if you treat the tables contained in the DBC as free tables (this will allow using the great features that a DBC offers in the future).
I built a (somewhat) complex web app using ActiveVFP and would reccomend ActiveVFP. It has a small (low) learning curve and gives you a jumpstart into developing web apps. (Kudos to Claud F.)
