The problem occurs on certain Windows 2000 PC's that have (or have had) roaming profiles when the profiles have been used on WIN XP machines. If you remove the profile and create a new one, the problem will be gone.
Slightly less radical, if you find a ntuser.dat file in the user profile and delete it, il will be recreated the next time you log on with this profile. The problem will also be gone.
