Before spending IT dollars, they should determine what value they get in return...in terms of efficiency, labor savings, increased sales, etc.
Using a flat percentage, don't know about that. Maybe they should spend more but that's all they can afford? Maybe that's too much to spend? What kind of business is it? So many variables to consider.
