PHP is really easy to use and its really easy (and cheap) to find an host that provide PHP and MySQL.

On the other hand, if you want to use your VFP background to build some apps for the web, you have to be hosted on a windows server. In this case ASP is the obvious choice.

PHP is also available on the Windows platform and work well in IIS (but I dont know if PHP can host COM objects...).

If $$$ is really a concern in your web project, go with PHP! Develop on windows+iis and be hosted under Linux :)
