You are correct, I was mistaken, as far as being able to "see" cookies of other domain.
As far as creating cookies, so far, after hours of beating my head against the wall <g>, is a weird problem. If I run the form from the VS.NET as in View In Browser, all works. But if I run it from Start button, the cookie is not created. Weird. I can't figure out what is the difference between these two modes.
>Your browser won't allow you to see cookies that aren't for that domain. You will need to set the domain for that particular cookie. This is a security precaution, this is so I don't write a little script that sets a UserID for a "Yahoo" domain, and then Yahoo's web site would see that cookie and think I have access to particular web site, simply because I have that cookie.

>You do need to check where you are setting a persistent cookie or a session cookie, and if you are setting a persistent cookie make sure it isn't expiring before you check to see if it is there.
