There was a complete recount commissioned by one of the big newspapers (sorry but I don't remember which one) that held that Bush won the popular vote in FL, making him the duly elected President. You may be able to find the reference by googling on recount in florida.

It would be interesting to see a recount of ALL votes cast in Florida not just selected counties. Of course it would be interesting to see a manual recount of all votes cast in all states for that matter. I believe the margin of error is greater than reported but then it has been that way through time so in essence it was as fair as all past elections and in that sense he was duly elected...
