I use Windows 98 for development. VFP 8 IDE works in Windows 98 OK.
I cannot image the situation that it is not possible to develop in the Windows 98 platform applications which should be run in Windows 98.
VFP 7 works in Windows 95 also.
VFP 9 New report engine calls a function which is missing in Windows 98. So new report engine cannot be used in Windows 98.
