Yes, I've heard that reasoning before, and it has a point. I'd prefer standard all year round myself, it's light late anyway in summer. But my 1/2-hour compromise idea is geared to save some energy, create reasonably safe conditions, and spare us all the semi-annual time changes. I recently read a study that showed that many driving accidents were blamed on the time changes...
