I've advpack.dll ver. 6.0.2800.1106 on my WIN2KSP4. According to MS DLL database at http://support.microsoft.com/default.aspx?scid=/servicedesks/fileversion/dllinfo.asp it's installed by IE6SP1. What version do you've?
