I know this has been reported by several different people. At times I find it annoying as well, but there is one very positive benefit. In VFP I can scroll the bottom of the code to the top of the window. More normally I can scroll it to midwindow so that I can continue writing code into the "blank" space at the bottom of the window. I know that the other Visual Studio editors will not let you do this because bottom of the fire == bottom of the window.
